No result is inconclusive. The name may be entered differently, the event may not have reached the service, the record may have been purged, or the person may be in a custody system outside Minnesota VINE. A release result means the jail feed reported a custody change. It does not by itself prove return to the community. NWRCC may have transferred the person to MNDOC, ICE, USMS, another county, or another warrant holder. Red Lake County VINE Versus Haven
Minnesota divides notification by custody type. Minnesota VINE serves county jail and detention events, including NWRCC-fed changes. Minnesota Haven serves MNDOC prison custody and release notifications. A Red Lake County prosecution can touch both systems in sequence if NWRCC transfers a sentenced person to state custody. Registration in the first system does not mean the second system now covers the person automatically.

The split prevents a common error. A person may be “released” from NWRCC because MNDOC took custody, then later be released from prison to supervision. Those are two separate custody events reported by different systems.
